Congress passed Title 1 of the Housing and Community Development Act of 1974, as amended, and under Title II of the National Affordable Housing Act of 1990 as amended, authorizing the Community Development Block Grant (CDBG) program. The program includes three (3) grants administered through Housing and Urban Development (HUD) for the purpose of providing essential community development and housing assistance. Westchester County administers the program for cooperating municipalities also known as the Westchester Urban County Consortium (UCC).

HUD offers three grants under the CDBG umbrella: Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME) and the Emergency Solutions Grant (ESG). HOME and ESG have a fact sheet for the grant programs.

The program solicits, on a three-year cycle, worthy applications for projects that are consistent with the approved Consolidated Plan and the annual Action Plan adopted by WUCC. Applicants must be part of the WUCC and can be a non-profit or municipality. Projects funded are construction of public facilities and improvements and community services. HOME applications are accepted on a rolling basis.

Eligibility:

The UCC currently consists of 31 communities and is open annually for municipal jurisdictions who wish to join the next year.

The 2024 Westchester Urban County Consortium consists of:

Ardsley, Bedford, Briarcliff Manor, Bronxville, Cortlandt, Croton-on-Hudson, Dobbs Ferry, Elmsford, Greenburgh, Hastings-on-Hudson, Irvington, Larchmont, Lewisboro, Mamaroneck Town, Mamaroneck Village, Mount Kisco, New Castle, North Salem, Ossining Town, Ossining Village, Peekskill, Pelham Village, Pleasantville, Port Chester, Rye Brook, Rye Town, Scarsdale, Sleepy Hollow, Tarrytown, Tuckahoe and Yorktown.

Community Development Block Grant (CDBG) Program
Grant funding and design assistance is available for the implementation of public facilities improvements in income-eligible areas and public service projects for income-eligible clients.

The CDBG FY 25-27 Application Infomation Session was held on Tuesday, April 23 at Greenburgh Town Hall. The information session discussed the next 3-year application cycle, including the submission of up to four projects totaling a maximum cap of $800,000 in requests per applicant. 

Applications are were due by September 6, 2024 and are no longer being accepted.

Eligible activities: Infrastructure improvements, neighborhood facilities expansion and rehabilitation, housing rehabilitation, code enforcement, economic development loans, public services and park rehabilitation.

Eligible grant recipients: Municipalities, Public Housing Authorities and Not-for-Profits agencies within the UCC.

Consolidated Plan FY 2024-28

The Department of Planning as the Lead Agency for the Westchester Urban County Consortium (Consortium) presents a draft copy of the 2024-2028 Consolidated Plan in accordance with 24 CFR § 91.105 (b) (3) that includes the draft Fiscal Year 2024 Action Plan (Action Plan) for submission to the Department of Housing and Urban Development (HUD) requesting grant funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) programs. The Action Plan describes the proposed annual use of federal funds and other resources to address the priority needs and specific objectives outlined in the FY 2024-2028 Consolidated Plan. The County will receive $4,438,390 in CDBG, $999,161.33 in HOME, and $372,293 in ESG funding from HUD for FY 2024, which begins May 1, 2024 and ends April 30, 2025.

30-Day Public Comment Period: A copy of the draft 2024-2028 Consolidated Plan and includes the FY 2024 Action Plan will be available for public review and comment July 1, 2024 through July 30, 2024. Community Development Advisory Group (CDAG) 

Established in 1976, the Community Devlopment Advisory Group (CDAG) complements the citizen participation for the federal Community Development Block Grant (CDBG), the Emergency Solutions Grant (ESG) and the HOME Investment Partnership Programs for the Westchester Urban County Consortium. Each year, the group advises the County Executive, through the Planning Department staff, on the programs and priorities contained in the application to the U.S. Department of Housing and Urban Development. At full complement, CDAG consists of members from each participating municipality who each serve a term of at least one year, are appointed by the chief elected official, and representatives from several consortium-wide non-profit agencies.
